Can I change the channel of ZBRA1 during commissioning with the EcoStruxure Panel server?

No, ZBRA1  only supports channel 11.  That is why you should set the radio channel to 11 on the EcoStruxure Panel server while commissioning with ZBRT1/ZBRT2, if you want to use ZBRA1.
