Is ''trapeze'' mounting a low voltage dry type distribution transformer the same as using a Square D ceiling mounting bracket with customer supplied hardware (threaded rod, springs, washers, nuts...)?

Yes, they are commonly considered to be equivalent.  For absolute clarification of the mounting style desired by the specifying engineer it is recommended that you send a RFI (request for information) to the specifier.
