Can a single phase I-Line panel which had one lug removed at the factory, be converted to a three phase panel by replacing the lug?

Issue:
Can a factory assembled  single phase I-Line panel be converted to a three phase panel by replacing the lug?

Resolution:
No the panel is labeled and tested as a single phase panel and cannot be converted to  three phase.
