How come import/export functions are grayed out in Vijeo Designer?

Why are the Project Import / Export functions for .VDZ files greyed-out in Vijeo Designer from the File Menu?

Resolution
In order to use the Project Import / Export function, you must be in the Navigator Window and in the Vijeo-Manager Tab.
Navigator Window can be opened by selecting 'Tools' then 'Navigator' or with shortcut keys: Shift + F11.
