Resolution:
These were special OEM valve and actuators for TRANE. The actuators were the old obsolete MS-83013, with TRANE wiring harness. We no longer make these wiring harnesses.
The cross reference information is below:

VS8-9313-360-5-13 Will cross to the VB-9313-0-5-13 Valve Body + MP-371-600 Actuator + AV-395 Linkage Kit. The customer can try to re-use the harness.
VS8-9313-360-4-10 Will Cross to the VB-7313-0-4-10 Valve Body + MP-371-600 Actuator + AV-391 Linkage Kit. The customer can try to re-use the harness.
VS8-9313-360-5-12 Will cross to the VB-9313-0-5-12 Valve Body + MP-371-600 Actuator + AV-395 Linkage Kit. The customer can try to re-use the harness
