Why is the NS LED of the BMENOP0300 flashing green?
Issue
Depending on the VLAN configuration of your network, the NS LED of BMENOP0300 can flash green instead of steady green when there is a health GOOSE communication between the BMENOP0300 and other IED. This resolution explains why it happens.

Control Expert v14.1, Windows 10 version 1902 (OS Build 18362.30), BMEP586040 v2.90, BMENOP0300 v2.2, IEC Configurator Tool v3.1

Resolution
The BMENOP0300 has a NS LED that indicates the network status as described below.

The GOOSE is a broadcast message with a VLAN ID. So, when you have a switch between the BMENOP0300 and the IED, you should configure the switch to allow untagged Ethernet frames to pass through (by setting the Native VLAN) otherwise the NS LED can flash even when the module has a health communication.
The switch can't be set up to only allow Ethernet frames with correct VLAN ID assigned by the end originating pass through (Trunk port) Cisco switches has the option of Trunk port.
