If the Report Subscription configuration screen is open, but it will not allow the user to add email addresses to the distribution list, the issue might be rooted in Windows. In order for this functionality to work, Windows requires that a native email client be installed. In the most recent versions (Windows 7 and Windows Server 2008 R2), this default feature is called "Windows Live Mail" and is a part of the "Windows Live Essentials" download package from Microsoft's website.
Older versions of this software are called "Windows Mail" (from Vista) and "Outlook" (most previous versions of Windows).
