Issue:
When launching Control Expert v15.0 SP1, the application takes approximately 5 to 7 minutes to start if there is no internet connection, but only a few seconds when connected to the internet.

- Press Windows + R, type
gpedit.msc, and press Enter to open the Local Group Policy Editor. - Navigate to:
Computer Configuration → Windows Settings → Security Settings → Public Key Policies → Certificate Path Validation Settings - In the Network Retrieval tab:
- Check "Define these policy settings"
- Set:
- Default URL retrieval timeout to 1 (instead of 15)
- Default path validation cumulative retrieval timeout to 2 (instead of 20)
4. Apply the changes and restart the system if necessary.
