No, watertight hubs should be ordered separately for field installation.
Type H hubs would be recommended for the NEMA 12/3R or NEMA 12K switches. Type H-CP hubs would be recommended for the NEMA 4/4X/5 stainless steel switches.
Field cut openings are required on the NEMA 4/4X/5 (suffix DS or SS) and NEMA 12/3R (suffix AWK) since no knockouts are provided on these switches.
The NEMA 12K (suffix A) switches are provided with knockouts.
