How to mount ground bails in the incoming Line section of a HVL/cc switch lineup.

NO. Ground Studs cannot be mounted in an HVL/cc section due to reduced clearances.
There is only one ground position on the HVL/cc switch.
The switch would need to be installed in the inverted position to get the ground switch on the lineside.
To ground the lineside of an HVL/cc, the switch itself has to be rotated 180 degrees from normal, but the load side interlock is now at the top, so you'd have to bolt the load covers (at the bottom) closed.
It is not possible to ground both the line and load side with the same HVL/cc switch.
