No, the older 25+ years QO load centers are all obsolete, with no repair parts available. Consider replacing the complete load center with a current design.
Present day QO circuit breakers can still be used in these load centers. Fabricating a cover through a metal sheet fabricator may also be considered just to have a cover to avoid contact with the load center, but it won't be UL-listed.
