Does Square D offer a meter socket 'jumper' cover that allows power (current) to pass through a meter socket without a Watt-hour meter installed?

No.  Square D does NOT manufacture or offer a meter socket jumper cover.  A company called Ekstrom Industries, Inc. now operates as part of the Brooks Utility Products at the web site = https://brooksutility.com/about-us/ and phone number 8885-687-3008, does manufacture Meter Socket Jumper Covers.  The jumper covers are a Lexan material with busbars attached to the back side and allows power (current) to pass through the meter socket without a Watt-hour meter installed.
NOTE: Square D does NOT ULtest or List third party components for use in its Metering product, so the customer assumes total responsibility for use of third party components.
