Do 200 amp 35 kV load break one piece bushings and load break inserts have the same load break elbow interface?

No. One piece bushings use an ANSI/IEEE Std. 386 Fig 8 interface. Inserts use an ANSI/IEEE Std. 386 Fig 7 interface. The elbows are not interchangeable.
