In safety switches that come with a solid neutral assembly, is it a switched neutral?

No, the solid neutral assembly does not switch the neutral.

NOTE: There are applications where a neutral conductor in a voltage system can be connected to one of the switching poles in a safety switch, BUT that is totally dependent on the application and the installer of the safety switch.
