Resolution:
This is a 200A fusible switch with 400A fuse clips. It still is a 200A disconnect with 200A horsepower ratings. Overfusing is permitted by the NEC and is sometimes required to accommodate the 175% rule when sizing the power fuses. Sometimes the upper horsepower ratings for a particular NEMA size category will result in requiring the next larger fuse size when the FLA of the motor is multiplied by 175%.
