Is there a way to manually close the power contacts on the U-line starters, similar to the actuator on the D-Line contactors?

No. There is no provision for bumping the contact carrier on the U-Line like there is on the D line contactors. The moving parts of the internal contactor are not accessible from the outside of the device.
