Resolution:
The HPAEH was a handle padlock attachment for locking EH or EHB circuit breakers (15-100 A) ON or OFF. The HLOEH was a screw clamp handle blocking device for 1, 2, and 3 pole EH or EHB circuit breakers up to 60 A.
