What is the difference between full voltage and resistor in the LED light modules?

Resolution:
Full voltage means that the voltage coming in, is the actual voltage in the bulb. With resistors, the voltage coming in is reduced and the actual voltage in the bulb is 12V. Full voltage lights are brighter but resistor type will last longer.
