Can an I-Line combination panelboard be inverted for top feed?

Jobsite requirements

Resolution:
No, an I-Line panelboard cannot be inverted from the way it was built originally as bottom feed, because the I-Line breaker handles will wind up with their handles in the incorrect
On/Off orientation.  They must be bottom feed.
