Vijeo Designer cannot run simulation. Error: "Could not start runtime. Make sure runtime is installed."

Resolution:
One possible cause for this error is if there is a file or folder at C:\ named "Program". Typically this file or folder is locked and cannot be deleted normally. If one exists, reboot your PC in safe mode to either rename it or delete it.
