Resolution:

The difference in the load centers is that the railing that the back of the breakers connect to is metallic and connected to the neutral bar in the Plug-On Neutral panels. It is plastic in the Non Plug-On Neutral panels.
The Plug-On Neutral breakers will not have a pigtail, and will have a rejection feature on the bottom to restrict them to only Plug-On Neutral panels. The Non Plug-On Neutral breakers will have a pigtail and will not have the rejection feature, as they can be used in both types of panels (must still wire the pigtail to the neutral bar even in Plug-On Neutral panels).
