Resolution:
The soft starter is obsolete, and repair parts are limited or obsolete.

There could be an issue with the transformer and/or cooling fan in the soft starter.

Suggested sending the soft starter in to the repair depot or replace the ATS46 with the the ATS48 soft starter.
