PM8000, ION7400, ION9000 meters able to display test mode screens while meter is not in test mode

Issue:
Can access "Test Mode Screens" via the front panel, regardless of actual user permissions configured.
Menu->Normal Display Mode->Test Mode

Product:
PM8000 and ION7400 on both integrated and remote displays.
ION9000

Resolution:
No actions require, the meter will remain in normal mode. The mode shows "NORM" in the display header, and the output register of the Test Mode Enable external Boolean module remains "False".
