Delta connected primaries are perfectly suitable for use on Wye services. The contractor uses the 3 phases and ground from the service into the Transformer and does not include the neutral wire. The reason that Wye primaries are not normally recommended is that Wye-Wye and Wye-Delta Transformers have special application issues that must be observed to avoid serious problems.
