The National Electrical Code (NEC) does permit the splicing of conductors in the gutter of panelboards (load centers), safety switches, and enclosed circuit breakers.  BUT PLEASE REFER TO THE NEC for all the requirements of making any splices within the gutter area of the electrical products.
