Resolution:
The PDB has multiple lug connections per phase at its output. These are intended to allow either one or both submain breakers to be connected to power via an internal or external backup interface for grid isolation during backup mode. One breaker is connected this way from the factory to produce partial home backup. The other breaker can also be connected there to give whole house backup.
