Yes, can use LI3=LIL.

With LI3 = LIL (local forcing enabled):

• When LI3 is closed -> the ATS48 takes commands from the terminal.
• When LI3 is open and there are no Modbus requests -> the ATS48 takes commands from the terminals
• When LI3 is open and there are Modbus requests -> the ATS48 takes commands from Modbus

In summary: The LI3 input in LIL mode allows forcing local control (via terminals) when it is closed or when it's open & Modbus is absent. As soon as Modbus is actively communicating and LI3 open, it takes priority.
