User wants to determine Percent-loss constant calculations for Transformer / Line Loss Calculations

Cause
The documentation does not describe what 1/2 Class System VA represents.
Resolution
1/2 class system VA refers to the VA's at half of the current class of the meter (for class 20 it is @ 10 amps and for class 2 it is @ 1 amp)
