Can a QO or Homeline 2-pole EPD breaker be used to feed a 240 V load that does not have a load neutral wire?

Resolution:
A QO or HOM EPD breaker can serve 240 V loads ONLY if they are on a 120/240 V circuit. They are NOT rated for a 240 V (to ground) circuit.
And they may serve a 2p 120/240V circuit without a neutral. But it is essential that the nominal voltage to ground from either leg does not exceed 120 V.
If this is the case, terminate the two hot wires on the breaker and leave the neutral lug empty. The pigtail wire on the breaker must still be connected to the neutral bar in the panel - this is required to power the push to trip/test feature which verifies the status of the ground fault electronics.
