Can an I-Line panel be built with Motor Circuit Protectors ?

No. Factory assembled I-Line panels w/ MCPs are not available. That would violate the NEC code, since the overload protection is not in the same enclosure. This also applies to I-Line distribution in switchboard construction. I-Line motor circuit protectors are available, but are only used for OEM panels where overload protection is included, for example, in an overload relay block.
