Resolution:
Remove the trim (if installed) of the panel. Place the padlock device tabs into the slots on the OFF end of the breaker. Press attachment flush to the breaker face and bend the locking prongs into the slots on the ON end of the breaker. To lock in the OFF position, turn the breaker OFF, slide the bail over the handle, and slide the padlock through the hole on the device. To lock in the ON position, turn the breaker ON, slide the bail under the handle, and slide the padlock through the hole on the device.
