Resolution:
The AF and AFGF breakers come in pigtail and plug on neutral versions. The pigtail version would require the pigtail to be wired to the neutral bar in the panel. The plug on neutral versions are connected to the neutral bar automatically, but can ONLY be placed in plug on neutral panels. The load wires, both the hot AND the neutral, are connected to the breaker. The lugs are side by side, and the neutral lug is marked with an N.
