Issue
While using ENM 8.3, a user is attempting to test the ENM functionality by sending out a test email. However, when they click on the "test" button they get a pop-up stating, "Unable to send relay test request to server" when testing a subscription".

Cause
There are no errors in the Diagnostics tab in the Monitoring and Diagnostics webpage (http://<server name>:85). There are also no errors in the Windows Event Viewer.
Resolution
This is likely because the SE Event Notification Service is not running. Once this service is started, the test page will get sent out successfully.
