ION Setup Installer does not load components for ION Setup when upgrading from a previous version

Issue
While running the ION Setup installer to upgrade to a newer version of ION Setup, the installer completes in faster than usually time but does not install ION Setup.

Environment
Upgrading ION Setup from a pervious version on a system with UAC
Windows 10

Cause
During the upgrade process, the installer will remove the existing version of ION Setup however in certain circumstances the installer cannot remove entries from the registry. When the installer begins to install the newer version, the installer checks to see what components are already installed. Because the registry components are not removed, the installer will skip installing required files. This is common with Windows 10 as users in the Administrators group many not remove entries from the Registry unless explicitly running the ION Setup installer as Administrator

Resolution
*Warning: Take backups of any files prior to modifying them. Ensure the backups are in a location that will not be overwritten (i.e. the Desktop)*
Back up the existing files for the ION Setup configuration
Refer to FA203707 for location and names of files to backup.

Before the installer again, user will need to clean out the registry. Attached to this article is a batch file that can delete the information required.
1) Download the batch file from this article
2) Run batch file as Administrator. (Right click -> Run as Administrator) Even if a user is part of the Administrators group, explicitly run the batch file as administrator

After registry is cleaned out, run the ION Setup installer as Administrator.
