This issue occurs in Windows XP. By default, the Security tab is hidden.

To activate the Security tab, the user must deactivate simple file sharing by following these steps:

1) In Windows Explorer, go to Tools and choose Folder Options….

2) Click the View tab.

3) At the bottom of Advanced Settings, uncheck Use simple file sharing (Recommended).

4) Click Apply and then OK.

The user now has access to the Security tab.
