Issue:
In Vista, a background or icon is displayed correctly, however, in webreach/Diagrams only a red X is displayed.

Cause:
The program cannot display a file in Webreach/Diagams if name contains special characters such as "&".

Resolution:
Change the name of the file to alphanumeric charaters only.
