Cause
8650: Field calibration is accomplished using a built-in firmware feature.
8600: Field calibration is accomplished using ITC modules (framework), so no firmware changes are required.

Resolution
The ION Setup Calibration Wizard realizes how it is done differently in both meters and adjusts things accordingly.
