No, a global library of Genies cannot be created such that it is accessible to more than one project. However, a project can be created that serves as a host of standard and common Genies that a user may want to incorporate into multiple projects. This project (e.g. ES_Common or ES_Oneline) can then be added into any other project as an Included Project (Citect Project Editor > System > Included Projects). Once the project is included, it's library of Genies are now accessible by the project to which it is included.
