PME9.0 - PME Diagnostics Tool cannot retrieve log from ION_SystemLog

Issue
In the Diagnostics result, an error "The conversion of a varchar data type to a datetime data type resulted in an out-of-range value" is inserted into ION_SystemLog part, and no logs are retrieved from database.
Cause
Depending on the Regional Settings, the tool cannot parse the data type. This will happen when the Format setting in Windows Region is set to English (Finland) for instance and it can happen for different region settings as well.
Please, do NOT change the system locale (in the Administrative page).
Resolution
Change the Format setting to English (US) to run the tool or use SQL to obtain the ION_SystemLog information.
