Issue
Unable to upgrade ION meter using ION over Modbus when an ION9000 or PM8000 or ION7400 meter is the Modbus gateway device

Environment
ION9000, PM8000, ION7400 is configured as Modbus gateway with ION meter downstream using ION over Modbus

Resolution
Workaround options at this time
A) Connect directly to the meter, ideally via Ethernet port
B) Use a different gateway device such as PAS, Com'X or EGX. Do not recommend upgrading meter firmware via serial connection when using ION over Modbus.
