If you change the enclosure material from a mild steel to stainless steel on a Transformer enclosure, does that alter the UL listing or the NEMA rating of the enclosure?

No, neither the UL listing, nor the NEMA rating of the enclosure changes. If it is a NEMA 2 enclosure with mild steel, then it will be a NEMA 2 enclosure manufactured out of stainless steel. The same holds true for NEMA 3R enclosures. SquareD/Schneider Electric does offer NEMA 4X rated Transformers 25 KVA single phase, 30 KVA three phase.
