Can a main lug I-Line panel be mounted as top or bottom feed?

Resolution:
Yes. I-Line main lug panels can be rotated in the field to accept top or bottom feed.

NOTE: Rotating the interior will affect the location of larger breakers (wide side only) on HCW / HCP, HCWM and HCWM-U / HCR-U. On a bottom feed interior, the "wide side" is on the left of the bus stack. On a top feed interior, the "wide side" is on the right side of the bus stack.
