Can a QO, 2 pole GFI breaker be used for a combination of 240 Vac and 120 Vac loads?

Yes, as long as the neutral for the 120 Vac loads is connected to the neutral terminal on the breaker and the pigtail is connected to the neutral bar in the panel.
EXCEPTION: The QO260GFI does not have a load neutral connection, and is therefore not viable for this application.
