Can a factory assembled, single phase I-Line panel be converted to 3 phase in the field?

Issue:
Conversion of single phase I-Line panel to 3phase.

Cause:
Conversion

Resolution:
No.  The lug landing and lugs must be torqued to factory specifications and are not available for field installation. The panel label will show as 1 phase and the breakers supplied originally will only have A & C phase connection.
