ECB breakers will not come out into manual. Seems to have a lock tab in place.
Issue:
ECB breaker installed in panels for The Home Depot stores have a additional lock tab/wedge to keep the breaker from being put in manual mode.

Cause
Additional lock tab/wedge was installed at factory per request of The Home Depot.
Resolution
To remove the lock tab/wedge a pair of needle nose pliers can be used to remove the lock tab/wedge on a single pole breaker.
On 2 or 3 pole breakers it is not removable.
