Resolution:
Powerlink PL panels were discontinued in the mid-1990's.   Parts are not available.

As of 2014, Powerlink QO PL breaker (QOXXXPL, QOBXXXPL) are still available.

EHB-PL Breakers are obsolete.

Powerlink PL Application Guide and PL Breaker Instruction Bulletin are attached.
