When using an EV230SRR, EV230PSRR, or EV230PDRR, are the EVRFIDHP and EVRFIDKF10 also required?

Yes, the handheld programmer (EVRFIDHP) and authentication cards (EVRFIDKF10) are required to access power from the EVSE. But ALL the EV230... devices, the Programmer and key Fobs are ALL Obsolete, NLA with No replacements
