The suffix LY is used to indicate that a low amp lug is used on a high amp breaker:
Powerpact J - lug kit AL175JD is factory installed in a 250 A J-Frame breaker
Powerpact L - lug kit AL400L61K3 is factory installed in a 400 A or 600A L-Frame breaker
Powerpact M - lug kit AL800P6K is factory installed in a 800 A M-Frame breaker
Suffix LY is not available for Powerpact P frame breaker.
