Yes , (3) 600 kcmil can be landed to the Main lugs. This can be accomplished by removing the bottom endwall of enclosure box and ordering a HC4212DEX(S) surface, or (F) Flush 12" box extension.
This will allow the extra wire bending space, per NEC, needed to land the (3) 600 kcmil wire/phase onto the Main lugs. The lugs are able to provide for (4) 3/0-750kcmil/per phase wires, but wire bending restrictions does not permit (4) 750 kcmil termination, only (4) 500 kcmil wires to be landed .
