The surge counter increments by one each time a voltage transient event causes the line voltage to exceed the Maximum Continuous Operating Voltage (MCOV) rating of the integrated Metal Oxide Varistors (MOVs). When this threshold is surpassed, the MOVs conduct to clamp the overvoltage, and the system registers this as a surge event, triggering the counter to advance.
